-Some times a leader sees that the public will sin no matter what he does.
-If the nation sins they will awaken the wrath of G-D and be struck down.
-Sometimes the leader will decide that it is better to take the blame himself. It is better that he be punished in this world and the next then have the nation destroyed.
-He then goes and enforces the sin himself. Everyone else is just following orders and receives a much lighter judgment.
