Yosef transferred all Egyptians to different cities

-The famine that struck Egypt and the Middle East region was devastating. Besides for the great government storehouses there remained no food in the land.
-When the people ran out of money they gave over their freedom and land in exchange for food.
-“And Yosef acquired all the land in Egypt… and the nation he transferred from cities at one end of the country to those on the other side” (Vayigash 47-20,21)
-As long as some one is living in his inherited estate one cannot fully dominate over him. Only when he is moved and is in a state of insecurity can this be done.
-It is for this reason that many conquerors would repopulate people in foreign lands.
